Ayant effectu\u00e9 son premier vol en d\u00e9cembre 1915 avec un moteur rotatif Clerget de 82 kW (110 ch), ce mod\u00e8le r\u00e9pondait \u00e0 une exigence de la marine et s'est r\u00e9v\u00e9l\u00e9 si performant qu'il a \u00e9t\u00e9 produit \u00e0 grande \u00e9chelle sous les d\u00e9signations Admiralty Type 9700 et Two-seater respectivement pour la marine et l'arm\u00e9e. Il a \u00e9t\u00e9 produit en version biplace et monoplace, cette derni\u00e8re \u00e9tant un bombardier utilis\u00e9 presque exclusivement par la marine. Les livraisons ont commenc\u00e9 au printemps 1916, et la production britannique totale de 1 513 1 1\/2 Strutter a \u00e9t\u00e9 compl\u00e9t\u00e9e par environ 4 500 appareils construits en France. Le remplacement par des chasseurs plus agiles et plus performants a commenc\u00e9 en juillet 1917.
